REFERRAL GUIDELINES
Note To Employers: Employers have until 11:00 am on a dispatch day to request a dispatch for that day. Calls received after 11:00 am will be referred to the next dispatch day.
1. Each applicant for referral shall be permitted to place their name on only one (1) Out-of-Work list, within the Local Unions of 77, 125, 483 and 659. Each Local Union will refer applicants within their Local first, before notifying the other Locals for dispatches unfilled in their area.
2. Applicants for dispatch must sign the appropriate Out-of-Work list in person. In order to maintain your name on the Out-of-Work list you MUST update your name every MONTH BEGINNING THE 10th AND ENDING ON THE 16th either by fax (503) 262-9947, email dispatch@ibew125.com or webpage www.ibew125.com using the link associated to “Update Out of Work Book”. Re-signs will require the following information: Name, address, appropriate qualifications, home local#, and IBEW card # if not a union member a driver’s license or government approved ID. If an applicant has been on the book for one year, they will be required to re-register in person in order to remain on the Out-Of-Work list.
3. When the Union Dispatcher is unable to contact the applicant, whose name is first on the Out-of-Work list, after a reasonable attempt to do so, they may proceed to refer the next eligible applicant(s) in order of their place on the list. And the applicant, who was unavailable, is counted as a turn down.
4. Any applicant who accepts employment offering forty (40) hours work or less shall not, thereby, lose their position on the Out-of-Work list, provided they report themselves available for work to the Union on the next regular workday after their termination. Any applicant who voluntarily quits or is terminated for good cause in less than forty (40) hours, shall be required to inform the dispatcher and must re-register in person on the Out-of-Work list.
5. Any applicant may turn down two (2) consecutive jobs without losing their position on the Out-of-Work list; however, if the applicant turns down a third consecutive job, they shall lose their position on the list and will roll to the bottom of the list of their book.
6. Any applicant accepting a work referral and thereafter declining outside of dispatch hours will be required to re-register with the Union in person.
7. Dispatch hours shall be 9:00 to 12:00 noon, Monday through Friday, but will remain open until all jobs received during dispatch hours are filled.
8. All applicants must provide the necessary proof of qualification to be placed in the appropriate group.
9. An employee who has satisfied the standards established by this Referral Plan will retain (but not accumulate) their employment seniority under this Agreement in the following circumstances:
(1) When an officer in this Local Union, which requires full time in that office for specified period.
(2) When an employee working for an Employer under the terms of this Agreement is assigned to a position outside the bargaining unit, but in the electrical industry.
